AP writes it as “Jan. 11-13.” This is an AP Stylebook preference, but you could use “January 11-13” without turning any heads.

Good question! AP says, “Avoid abbreviations and most acronyms in headlines, except those that are widely recognizable (FBI, EU, US, CIA, IRS, NASA, NATO, COVID, for example).”

“Capitalize U.S. Congress and Congress when referring to the U.S. Senate and House of Representatives. Although Congress sometimes is used as a substitute for the House, it properly is reserved for reference to both the Senate and House.”
